The Kansas Industrial Retraining (KIR) program is a job retention tool for companies that need to retrain their workforce because of obsolete or inadequate job skills and knowledge.
Eligible industries include basic enterprises that are restructuring their operations through incorporation of existing technology, development and incorporation of new technology, diversification of production, or the development and implementation of new production activities. At least one existing employee must be trained to qualify for assistance. An average wage of at least $11.00 in the metro region and $9.50/hour throughout the rest of the state is required
Companies must show they are restructuring their business operations and that the employees to be trained are likely to be displaced because of obsolete or inadequate job skills and knowledge. A firm also must show financial strength adequate to accomplish the goals of the project.
Projects are funded on a competitive basis. The maximum amount allowable per trainee is $2000, although typically awards average $300 - $500 per trainee. KIR contracts require at least a dollar for dollar match from the company. Indirect, in-kind expenses are not eligible as matches.
Eligible expenditures for reimbursement include instructor salaries, curriculum planning and development, travel, materials, supplies, textbooks, manuals, minor equipment and certain training facility costs. Quality-based retraining also is eligible if it is statistically based and/or represents a significant restructuring of the business operation and is required by all trainees.
Training contracts through the Kansas Department of Commerce are usually 12 to 18 months in length.
